The financier acquired a smaller island - the Little St James - back in the late 1990s, but acquired the larger Great St James in the year 2016 for around $22.5 million.
This visual evidence suggest he had formulated plans to develop the sprawling island by constructing homes, an amphitheatre, an office beneath the waves and a reservoir.
Visible on the plan is a local waterway, a marine passage in the territory, marked on the bottom right.
